MCMC Licence Applications

We identify the NFP, NSP, ASP or CASP licences your business needs, prepare the application and manage it through MCMC until approval.

Every network, connectivity, applications or content service in Malaysia sits inside one of four licence categories under the Communications and Multimedia Act 1998. Getting the category and licence type right at the start saves months. We handle the whole application, from the licensing assessment to the business plan, technical submissions and follow-up with MCMC’s Licensing Department.

What it covers

  • Licensing assessment: mapping your current and planned services to the NFP, NSP, ASP and CASP categories
  • Individual licence applications (Minister’s approval) and class licence registrations
  • Application documents: company profile, business plan, network and service descriptions, shareholder and compliance declarations
  • Submission through MCMC’s online application system and responses to queries
  • Foreign-owned applicants: requirements and checklists under the MCMC Licensing Guidebook
  • Variation of licence conditions and change-of-control notifications

Who needs this

  • Internet service providers and managed service providers (typically ASP class)
  • Fibre, tower and data centre connectivity owners (NFP and NSP)
  • VoIP, messaging and cloud communications providers
  • Broadcasters and online content providers (CASP)
  • Foreign companies entering the Malaysian market

FAQ

Questions about mcmc licence applications

What is the difference between an individual and a class licence?

An individual licence is applied for and granted by the Minister on MCMC’s recommendation, with conditions specific to the licensee. A class licence is a standing set of conditions that eligible providers register under. Which one applies depends on the service, not the size of the company.

How long does an application take?

It depends on the licence type, the completeness of the application and MCMC’s queue. Class licence registrations are usually much faster than individual licences. We give you a realistic timeline after the assessment.

Can a foreign-owned company apply?

Yes, within the requirements MCMC sets for foreign applicants. The MCMC Licensing Guidebook has separate checklists for local and foreign applicants, and some licences expect a Malaysian-incorporated entity. We confirm the route before you commit.
